بیل در شهر شمال شرقی میدلزبورو، نزدیک به مرز یورکشایر شمالی به دنیا آمد و پرورش یافت و در اوایل دهه هشتاد در مدرسه نمایش گیلدفورد آموزش دید. از جمله آثار او در تئاتر می‌توان به میکی در ساخت وست اند در فیلم برادران خونی، در کنار استفانی لارنس، ردیاب‌های تونی هریسون در تئاتر ملی سلطنتی، پاستورال اشاره کرد.
Bill was born and bred in the North-East town of Middlesbrough, close to the North Yorkshire border, and trained at the Guildford drama school in the early Eighties.
